Bridging the Gap in Developing Trustworthy Clinical Guidelines:
Linking Evidence to Recommendations

This workshop introduces participants to the Evidence-to-Recommendation (EtR) frameworks utilised by ACE, which are essential tools for clinical guideline developers.

Through dialogue sessions and case studies, participants will gain insights on how these frameworks support systematic evaluation of key factors and help build expert consensus from the outset of guidelines development.

The session concludes with a demonstration of the GRADE (Grading of Recommendations Assessment, Development and Evaluation) EtR framework, with practical guidance on sourcing domain information and formulating recommendation including their direction (for/against) and strength (strong, weak, or conditional)—to ensure transparency and rigour in clinical guideline development.

Health Technology Assessment &
Horizon Scanning of Medical Technologies

This workshop introduces participants to ACE's systematic approach to Health Technology Assessment (HTA) and Horizon Scanning (HS) for medical technologies, from topic identification and evaluation methodologies to implementation.

Through case studies and interactive discussions, participants will explore the evaluation methodologies for a range of medical technologies including diagnostics, medical devices, implants, and clinical procedures. The session also covers ACE's development of the Implant Subsidy List (ISL) and adaptation of the HTA framework for emerging technologies, such as Digital Health Technologies (DHTs).

A dedicated segment will guide participants through the Annual Call for Applications – Medical Technology Evaluation for Subsidy Consideration process for PHIs, offering practical advice on form requirements and submission protocols.

The workshop concludes with a dialogue on implementation strategies, common challenges, and real-world experiences in delivering value-based care across public healthcare settings.

There are no plans for a separate VBHC conference. The AVBC Conference now serves as the main platform for system-wide engagement on value-based care transformation.
